According to ХВИЛЯ: The State Employment Service of Ukraine provides three distinct temporary employment programs: public works, socially useful works, and temporary jobs. These initiatives are designed to assist citizens in finding work and to promote social stability across the nation.

An Overview of the Temporary Work Programs

Public Works are commissioned by local administrations and executive committees of village or city councils, with a maximum duration of 180 days per year. This year, 1,200 people have joined the program, with Kharkiv and Cherkasy oblasts leading in participant numbers. The primary focus of public works is the improvement of localities, maintenance of memorials, and social support for vulnerable population groups. A key feature is the option for part-time work, allowing for adaptation to participants' varying needs.

Socially Useful Works are organized by military command in cooperation with military administrations. In the first month of the year, over 6,000 referrals were issued for such work. These are in highest demand in frontline and de-occupied regions, particularly in Donetsk, Kyiv, Poltava, Sumy, and Kharkiv oblasts. This program helps sustain the labor force during wartime.

Temporary Jobs, which last an average of six days, also form a crucial part of the temporary employment system. This year, 339 people have been engaged in them, primarily in Dnipropetrovsk, Ivano-Frankivsk, and Kirovohrad oblasts. The sectors for temporary jobs include:

• automotive repair
• food industry
• processing

All three forms of temporary employment guarantee a state social benefits package and count the work period toward pension insurance contributions, highlighting their importance for supporting the population amid economic challenges. These programs are a critical response to a labor market strained by ongoing conflict, offering a vital lifeline for many Ukrainians. They ensure that even short-term work provides essential social protections and contributes to long-term security.
