Educational Overhaul Begins in 2027

According to ХВИЛЯ: Starting in 2027, Ukrainian ninth graders will face a key decision about their future education under a major upper secondary school reform. The changes include a shift to a 12-year education system, the restructuring of schools, and several options for continuing studies. This was announced by Danylo Hetmantsev, head of the Verkhovna Rada committee on finance, tax, and customs policy.

New School Structure

The reform reshapes how schools are organized. Under draft law No. 15082, some schools may stop offering upper grades as of 2027. Local authorities have the option to delay the conversion of schools into gymnasiums until September 1, 2028. Academic lyceums operating under the new 12-year curriculum will begin in 2026. Students who started school in 2017 will be able to choose between vocational-technical education or specialized pre-university training after completing ninth grade.

According to Danylo Hetmantsev, 'a separate law to guarantee study at the same school is unnecessary,' because 'communities already have the tools for a smooth transition within the reform.'

Students will have three possible pathways for continuing their education:

  • stay at their current school if it becomes an academic lyceum;
  • transfer to another lyceum and complete the existing 11-year program;
  • join the pilot project for the new upper secondary school and study under the 12-year curriculum at academic lyceums launching in 2026.

This upper secondary school reform marks a significant step in modernizing Ukraine’s education system, aiming to align it with current demands and the needs of young people. The choices students make could greatly influence their further education and career paths, making it essential that parents, teachers, and all stakeholders are well informed about the upcoming changes and available options.
