Voting in Ukraine via the Diia App

According to ХВИЛЯ: Ukraine cannot conduct voting through the Diia application. This was stated by Acting Minister of Digital Transformation Oleksandr Borniakov during a Forbes Ukraine project broadcast. The main reason is the inability to ensure the secrecy of voting as required by the Constitution of Ukraine. Borniakov emphasized that anonymity in voting is only guaranteed in traditional voting booths, making it impossible to use digital services for this purpose.

Electronic Draft Notices and Legal Grounds

Furthermore, according to the minister, there are no plans to integrate electronic draft notices via Diia. This decision is linked to Ukraine's obligation to update its legislation in line with the EU General Data Protection Regulation (GDPR). Earlier, a deputy had already called for halting the work of territorial recruitment centers and conducting a full audit of reservation processes.

Oleksandr Borniakov noted: 'When people say that Diia could be used in elections-that is impossible, because according to the Constitution, there must be secrecy of voting, so that our vote, anywhere in Ukraine, wherever the checkmark is placed, remains confidential information.'
