According to ХВИЛЯ: John Ratcliffe, the Director of the CIA, is preparing to take on a more prominent role in the United States' negotiations involving Russia and Ukraine, potentially replacing or working alongside special envoys Steve Witkoff and Jared Kushner. In late August, Ratcliffe traveled to Moscow to discuss the ongoing conflict in Ukraine as well as issues concerning Iran. According to five informed sources, changes to the US negotiating team are being considered following a failed attempt at brokering a peace agreement in late February.

Steve Witkoff, a special envoy who has made eight trips to Russia, is expected to remain involved in peace efforts, particularly regarding the Middle East. Jared Kushner is shifting his focus toward matters related to Gaza and the US-Israel conflict with Iran. After Ratcliffe's visit to Moscow, both Witkoff and Kushner also traveled to Moscow and Kyiv to explore next steps in the negotiation process.

The Situation in Ukraine and Kremlin’s Response

Ukrainian intelligence sources indicate that, based on information shared with President Volodymyr Zelensky, Ratcliffe might soon take the lead role in efforts to end the war. However, Kremlin spokesperson Dmitry Peskov stated that

“no meeting between Ratcliffe and Putin was planned.”

Russian presidential aide Yuri Ushakov revealed that Putin had discussed with former President Trump the possibility of an immediate ceasefire on the condition that support for Ukraine ceases entirely.

Meanwhile, discussions continue at the White House about appointing a new US ambassador to Moscow in the spring. Ukrainian officials have praised the cooperation with Ratcliffe, Witkoff, and Kushner, emphasizing that, in the words of a senior Kyiv official,

“the problem lies with the Russians.”

Neither the White House nor the CIA have publicly commented on the potential changes within the negotiating team.

This development highlights the urgency of intensifying American diplomatic efforts amid the ongoing conflict in Ukraine and possible shifts in US strategy. Adjustments in the negotiation team may reflect Washington’s attempt to find fresh approaches to resolving the conflict and strengthening ties with Ukraine. Yet, the Kremlin’s steadfast stance continues to present significant obstacles to achieving meaningful progress in peace talks.

During his recent visit to Moscow, Ratcliffe emphasized the importance of a potential three-way meeting involving Trump, Zelensky, and Putin, which could significantly influence the ongoing peace negotiations.
