Prosecutors Charge Local Council Member and Accomplices in Scheme Seizing 72 Hectares of Agricultural Land

Indictment Filed Over Illegal Appropriation of Agricultural Land

According to Прокуратура Київ: Authorities in Kyiv have formally charged five individuals, including a local council deputy, involved in a criminal scheme that illegally seized 72 hectares of farmland. The case centers on a coordinated operation in which the council member, together with two accomplices and a state registrar, unlawfully registered ownership of these land plots in 2015, 2018, and 2019.

Details of the Land Seizure Scheme

In 2015, state registrars bypassed required land management documentation and wrongfully registered 36 state-owned land parcels. Between 2018 and 2019, the deputy enlisted two operatives and, with assistance from a state registrar, transferred ownership rights to new owners without their knowledge. The registrations relied on pre-fabricated information and forged orders from the State Geocadastre.

Using forged powers of attorney from fictitious owners, the conspirators executed 17 land purchase agreements. Ultimately, the land was transferred to the deputy’s parents. The trial will hold accountable the scheme’s mastermind-a local council deputy-along with two sham landowners and two state registrars.

This case highlights persistent corruption challenges within Ukraine’s land management system, a sector highly vulnerable to abuse. Illicit acquisition of agricultural land threatens the stability of the farming industry and can have broader implications for food security.
