Updated Rules for IDP Housing Allowance

According to Пенсії (RSS): Ukraine has introduced specific regulations regarding housing assistance for internally displaced persons (IDPs) that determine how military salaries are treated. Under Cabinet of Ministers Resolution No. 332, issued on March 20, 2022, a family unit for IDP purposes is defined as including a spouse and children. However, individuals called up for military service during mobilization who are directly involved in national security and defense operations are not counted as part of the authorized person's family.

Income Calculation Nuances

A key provision is that the earnings of a service member actively engaged in national security and defense activities are excluded when calculating a family's average monthly income-provided the individual is not undergoing treatment or rehabilitation. This means that a soldier's financial compensation will not affect their family's eligibility for housing assistance. An exception applies to those receiving rental compensation as IDPs; in such cases, their family members are included in the household composition.

When a military member is participating in national security and defense operations, their income is disregarded. In all other circumstances, the soldier's pay is counted only after personal income tax has been deducted. These rules clearly define how military earnings are handled within the IDP assistance framework.
