On Constitution Day in Ukraine, June 28, 2025, former MP Taras Stetskov shared interesting facts about the adoption of the Constitution in 1996. According to him, MPs indeed poured cognac during discussions and amendments to articles because the process was very difficult.

“Between us, - he replied, - yes, they poured. After all, you can go crazy if you sit for so long. Imagine: over 150 articles of the Constitution and sometimes 80 amendments and proposals to each article. A person inevitably starts to doze off and think: 'to hell with it all...'. Yes, they would go to the smoking room, wander the corridors, go to the buffet, sit in the buffet, take coffee, someone (but not everyone!) - with a little cognac. Well, it wasn’t without that...”

Stetskov also recalled that jokes were a popular way to entertain among MPs during difficult discussions. Comic Les Podervyansky also did not deny himself the pleasure of humorous stories.

Mikhail Sirota, who was called “the son of the Ukrainian people,” received the nickname “father” of the Constitution. These words, spoken by President Kuchma, became legendary in political circles.
