New Ministry of Internal Affairs Policy on Domestic Violence: What Has Changed for Ukrainians

According to МВС: The Deputy Minister of Internal Affairs of Ukraine, Kateryna Pavlichenko, stated in her column for 24 Channel that the fight against domestic violence is not just a family matter, but also an important public issue. She emphasized that this issue concerns every citizen and should be a priority for the state and society.

According to the National Police, over 103 thousand cases of domestic violence were registered in 2025 alone. However, the actual number may be even higher due to the fear of victims to seek help or even the unawareness that their suffering is violence.

Legislative Innovations

In May of last year, a law was adopted, developed jointly by the Ministry of Internal Affairs and Members of Parliament, which closed gaps in legislation and introduced articles of the Istanbul Convention. These changes strengthened accountability, especially in terms of child protection, and for the first time introduced administrative responsibility for sexual harassment.

"The Ministry of Internal Affairs is working systematically to ensure protection and response at all stages. This is not just a temporary campaign, but ongoing work 365 days a year," emphasized Kateryna Pavlichenko.

The Ukrainian government is focusing on the problem of domestic violence and taking measures to prevent and stop it. The fight against this phenomenon is recognized as one of the priorities of state policy and requires joint efforts from the government, law enforcement agencies, and the public.
