Trump highlighted that Ukrainian drone strikes on oil refineries have halted Russian diesel exports, exacerbating a worldwide fuel shortage.

On September 11, diesel prices in the United States surged past six dollars per gallon for the first time ever, marking a historic peak. Conflicts in Eastern Europe and the Middle East have collectively disabled refining capacities of about 5 million barrels per day, reducing global diesel supply by roughly 8%. Trump emphasized the urgency, stating

“Zelensky needs to stop disabling diesel fuel production sites in Russia. He should focus on other targets, but avoid hitting diesel facilities to prevent further shortages.”

Consequences of Strikes on the Market and Policy Responses

As a result of Ukrainian drone attacks, Russia ceased diesel exports in July 2024, with the ban expected to remain in place at least through September 2024. Russia had been the world’s second-largest diesel exporter after the United States. While Trump is taking steps to stabilize the market, progress has been slow. The U.S. strategic petroleum reserve has dropped to its lowest level in 44 years, underlining the severity of the supply crunch. To help ease the situation, Trump has negotiated an oil deal with Venezuela.

“This is happening because of what’s going on between Russia and Ukraine, not the Middle East.”
