According to ХВИЛЯ: Ukrainian law provides for early retirement based on age for specific categories of citizens. The conditions for this process are defined by Article 115 of the Law of Ukraine 'On Mandatory State Pension Insurance'. The right to receive a preferential pension is granted to:

  • Combatants;
  • Mothers of many children;
  • Individuals who lost their jobs within 1.5 years of reaching the standard retirement age;
  • Persons with certain medical conditions.

According to information from the Main Department of the Pension Fund in the Zakarpattia region, applying for an early pension requires submitting a package of documents confirming insurance history and the right to preferential status.

Categories Eligible for Early Pension Benefits

Among those eligible for early pensions are combatants and individuals disabled due to war. They can receive a pension at age 55 (for men) and 50 (for women) provided they have 25 and 20 years of insurance history, respectively. This right also extends to family members of deceased soldiers.

Mothers of many children who have given birth to and raised five or more children until the age of six, or children disabled from childhood, can receive a pension at age 50 with 15 years of service. A father can use this benefit at age 55 with 20 years of service.

Individuals who lost their jobs within 1.5 years of the retirement age due to enterprise reorganization or liquidation, or due to health-related job incompatibility, also have the right to an early pension. In this case, a full insurance history is required: 35 years for men and 30 years for women.

Additionally, early pensions are available to persons with visual disability (Group I) and childhood disability (Group I): men at 50 with 15 years of service, women at 40 with 10 years of service. Also, individuals with pituitary dwarfism and disproportionate dwarfism can receive a pension: men at 45 (20 years of service), women at 40 (15 years of service).

Ukraine's system of early pension assignment allows certain citizen categories to receive pensions earlier, taking into account their special circumstances, such as participation in combat or raising a large family.
