Ukraine's 'Affordable Medicines' Program for Military Personnel

According to Мін. Оборони: Ukraine's military personnel are eligible for a state-sponsored initiative known as the 'Affordable Medicines' program. This scheme provides a streamlined process for accessing over 700 different medications. The first electronic prescription can be obtained from a family doctor during leave or from a physician in the service member's area of deployment, provided the doctor is registered in the Electronic Healthcare System. This program is part of broader efforts to support the health of those defending the country.

Subsequent prescriptions can be issued without an in-person doctor's visit, simplifying access. Service members can request prescriptions via telephone or messaging apps. Pharmacies participating in the program can be located by calling 1677 or visiting the website of Ukraine's National Health Service (NHSU). Additionally, medications can be delivered to a Ukrposhta branch using the 'Ukrposhta Express' service.

Reimbursement for Medication Costs

The state reimburses the cost of medicines based on the lowest price among the drugs whose manufacturers have applied to participate in the program. Medications priced at this lowest rate are provided free of charge. If a patient chooses a different drug, they must pay the difference between the state reimbursement amount and the actual price. The full list of medications covered by the program is available via the provided link. This cost-sharing model helps manage the program's budget while offering choice.

The 'Affordable Medicines' program represents a significant step in ensuring medical support for the military, substantially easing access to necessary pharmaceuticals. The ease of obtaining prescriptions, including remote options, facilitates the timely supply of medicines, which is critically important during wartime. This initiative underscores the state's commitment to supporting its defenders not only on the battlefield but also in the realm of healthcare.
