Global Coalition Meeting Focuses on Civil Defense Shelters in Ukraine

According to Міністерство Здоров'я: The second international gathering of the Civil Defense Shelter Coalition for Ukraine recently took place, centering on expanding the coalition, securing international aid, and advancing projects aimed at constructing and upgrading protective facilities, with a particular emphasis on safeguarding healthcare institutions. The event brought together over 60 participants from 40 countries, alongside representatives from 14 international organizations.

Prioritizing the Safety of Healthcare Facilities

A key focus of the meeting was enhancing the security of medical centers, especially in preparation for the upcoming autumn and winter seasons. Discussions addressed the installation of shelters and strengthening hospital defenses. Funding for these infrastructure projects continues, with 78 shelter installation projects planned for medical institutions between 2024 and 2026, following priorities set by Ukraine’s Ministry of Health.

Special emphasis is placed on mobile primary shelters, which can be deployed more rapidly than permanent structures. Current assessments indicate a need for 669 mobile shelters, of which 417 are urgently required. These mobile units are critical for hospitals located in frontline and border areas, as well as for emergency and specialized care facilities, particularly those lacking sufficient protective shelters.

Established in May 2025 through cooperation agreements between Ukraine and France, alongside Team Europe partners, the Civil Defense Shelter Coalition aims to unite international efforts to develop a comprehensive network of protective structures and bolster civilian safety. The coalition’s inaugural meeting was held on November 27, 2025. Since then, priority projects totaling 275 million UAH have been selected with coalition backing. Additionally, 136 medical shelter projects with fully developed design and cost documentation have been integrated into the DREAM public investment management system.

This meeting highlights the critical role of international collaboration in securing medical facilities across Ukraine amid the ongoing regional challenges.

Expanding the coalition and actively engaging global support remain vital for successfully executing projects that significantly enhance protection for civilians and healthcare providers. These efforts form a core part of Ukraine’s national strategy to reinforce civil defense infrastructure amid escalating threats.

As the coalition continues to prioritize the safety of healthcare facilities, it is essential to explore the recent establishment of similar initiatives, such as the launch of the Civil Defense Shelter Coalition between Finland and Ukraine. This partnership aims to enhance public safety through collaborative efforts and innovative solutions, further underscoring the importance of international cooperation in addressing these urgent needs.
