European officials have prepared a peace initiative for Ukraine that rejects restrictions on the Armed Forces of Ukraine and territorial concessions. This initiative also includes a requirement to restore Ukrainian control over strategic facilities such as the Zaporizhzhia nuclear power plant and the Kakhovka dam. It is important to note that territorial disputes should only be addressed after a ceasefire, reflecting the position of Kyiv and European allies.

Response to the American Plan

The new peace initiative responds to the US plan proposed by the administration of Donald Trump. Among the controversial provisions of the American plan are:

  • the requirement to withdraw troops from part of the Donbas;
  • limiting the size of the Ukrainian army to 600,000 soldiers.

However, Ukraine stated that for effective security assurance in peacetime, an army of at least 800,000 soldiers is necessary.

A meeting of national security advisors from the US, Ukraine, and EU countries took place in Geneva on November 23, 2025. The Head of the Office of the President of Ukraine, Andriy Yermak, reported that he has already held consultations with representatives of France, Germany, and the United Kingdom. He emphasized that Ukraine is in a 'very constructive mood' before negotiations with the US.

These circumstances indicate a desire for a peaceful resolution of the conflict and a readiness for dialogue with international partners.

This peace initiative is an important step in the context of the ongoing conflict in Ukraine and demonstrates the efforts of the international community to find ways to stability in the region. Kyiv's position, which envisions the restoration of control over strategic facilities and a refusal of territorial concessions, underscores the importance of sovereignty and territorial integrity of Ukraine. At the same time, Ukraine's constructive approach to negotiations with international partners, including the US and the European Union, may serve as a basis for further development of peace talks.
