Ongoing Debate Over Ending Seasonal Time Changes in the EU

According to Radiotrek — Світ: The European Union is actively debating the possibility of eliminating the biannual clock changes that switch between summer and winter time. This process began in 2018 when the European Commission proposed a directive aimed at abolishing these seasonal adjustments. However, progress stalled for several years until discussions reignited in 2025 during Poland’s presidency of the EU Council. Poland introduced a proposal advocating for a two-year trial period implementing permanent summer time across Europe.

Research and Potential Approaches

Research efforts were launched in February 2026 to assess the impacts of discontinuing the clock changes. This study is scheduled to conclude by the end of 2026. Three main scenarios are under consideration:

  • adopting a single uniform time zone for the entire EU,
  • allowing each member state to select its own time standard individually,
  • introducing an intermediate time requiring clocks to shift by one hour.

During the first consultation phase from February to April 2026, ten implementation scenarios were shortlisted.

The European Commission is currently in the second phase, gathering data and feedback from authorities and organizations representing sectors likely to be affected. Surveys have been distributed to collect insights necessary for impact evaluation. The final analysis, due by the end of 2026, aims to provide EU member states with a clearer understanding of the most advantageous path forward. As stated,

“the findings will reveal the potential consequences of various options for ending seasonal clock changes.”

The next scheduled clock adjustment in Ukraine and Europe will take place overnight from October 25 to 26, 2026, with the existing time differences between European countries and Ukraine remaining unchanged. The discussion about abolishing seasonal time shifts and adopting a new time regime remains a key topic at the EU level, with ongoing research expected to support a well-informed decision.

Ending seasonal clock changes represents a significant issue for EU nations as it could affect energy consumption, public health, and economic activities. The current studies provide crucial data that will influence future policies and could transform Europe’s traditional time management. It is essential that these results consider the diverse needs of individual countries, given their unique circumstances related to transitioning to a new time system.
