EU Will Not Restrict U.S. Arms Purchases for Ukraine's Military, Subject to Conditions

Meeting Ukraine's Defense Requirements

According to ХВИЛЯ: During a meeting of the EU's Economic and Financial Affairs Council, European Commissioner for Economy Valdis Dombrovskis stated that the European Union will not restrict the procurement of American weaponry for the Armed Forces of Ukraine. This applies when the necessary equipment cannot be manufactured within the EU or in Ukraine itself. This policy is part of the EU's broader effort to ensure Ukraine can defend itself against ongoing aggression.

Valdis Dombrovskis noted that the EU is applying a flexible approach to arms procurement. Priority will be given to manufacturers from Ukraine, the European Union, the European Economic Area (EEA) and the European Free Trade Association (EFTA) countries, as well as nations that have concluded SAFE agreements with the EU. He said:

“Our proposal regarding arms procurement has remained largely unchanged. It stipulates that priority should be given to manufacturers from Ukraine itself, the European Union and EEA/EFTA countries, as well as to countries that have concluded SAFE agreements with the EU.”

The Commissioner also emphasized that this framework leaves open the possibility to mobilize weaponry from other countries. In such cases, the priority must be meeting Ukraine's actual defense needs. He added:

“This also leaves the possibility to mobilize them from other countries, and in this case, the priority, obviously, must be to satisfy Ukraine's real defense needs.”

Support for the Armed Forces

Consequently, the EU will continue to support the Armed Forces of Ukraine by ensuring the provision of necessary weaponry in line with real defense requirements.

The EU's position demonstrates an adaptive approach to fulfilling Ukraine's defense needs amid the protracted conflict. This procurement flexibility, including the option to engage American suppliers, could prove critically important for rapidly responding to the challenges faced by Ukraine's military. It also has the potential to strengthen transatlantic defense ties, underscoring the importance of international cooperation for regional security.
