Ukraine’s International Financing: Latest Developments

According to Офіс реформ: During the July 11–31, 2026 reporting window, several key international financial decisions supported Ukraine’s recovery efforts. The EU Council approved amendments to the Ukraine Plan, paving the way for an additional €8 billion in 2026. Around the same time, Ukraine received roughly $690 million from the International Monetary Fund through the Extended Fund Facility, as well as $3.35 billion under the World Bank’s DPO programme. Spain also announced that it would increase funding for reconstruction projects to €570 million, giving further momentum to infrastructure rebuilding.

Kyiv’s Reform Agenda and Next Steps

The Ukrainian government has also been advancing domestic reforms. It approved privatisation terms for four major enterprises and endorsed a draft Customs Code, which has now been submitted to the Verkhovna Rada. A National Anti-Fraud Strategy through 2028 was adopted as well, with the aim of boosting transparency in public finances. In addition, Ukrainian officials, international partners, and organisations agreed on the next actions for the Coalition for the Return of Ukrainian Children. Auctions of state-owned and sanctioned assets are scheduled for October, potentially adding further momentum to the privatisation drive.

“The government approved the draft Customs Code and submitted it to the Verkhovna Rada,” said Serhii Koretskyi.

These combined efforts - external financing and structural reforms - highlight the government’s intensified activity as the country moves forward after the conflict. Sustained support from international financial institutions remains essential for Ukraine’s economic stability, while progress on privatisation and anti-fraud measures could improve the overall investment climate.

As Ukraine continues to secure significant international funding, the implementation of essential reforms remains crucial. Recent discussions highlighted that a series of 25 reforms are pivotal for Ukraine to access additional EU financial support. This alignment of external aid and internal reform initiatives underscores the importance of a cohesive strategy for Ukraine's economic recovery and growth.
