Estonia Plans Personal Identification Codes for Algorithms

According to НВ — Техно: Estonia is moving forward with a plan to issue individual identification codes for algorithms, enabling authorities to track software operations online and pinpoint the individuals or companies behind their development or deployment. This initiative aims to strengthen oversight of artificial intelligence activities within the country.

Prime Minister Kristen Michal has stressed that AI agents must operate with limited, auditable functions and remain subject to scrutiny. This marks a significant step toward ensuring safety and transparency in the use of AI technologies. However, it remains unclear when the new system will take effect or how the Estonian government intends to enforce compliance.

There is also no precise information yet on whether the new regulations will apply only to domestic creations or to all algorithms processing data within Estonia. While AI systems can handle many routine tasks, in practice they often misinterpret instructions-sometimes with serious consequences, such as:

  • deleting an entire corporate database;
  • leaking sensitive information.
