EU Commission Affirms Ukraine’s Fulfillment of Criteria to Unlock All Negotiation Clusters
European Commission’s Annual Report on Ukraine
According to Рубрика — Політика: On November 4, 2026, the European Commission released its yearly assessment of Ukraine within the framework of the EU Enlargement Package, confirming that Ukraine has met the necessary conditions to open all remaining negotiation clusters. The report highlights improvements in Ukraine’s EU accession preparations across nine sectors. Notably, ten areas-including energy, digital transformation, financial services, taxation, education, science, agriculture, and customs-showed good to very good progress.
Ukrainian Prime Minister Serhii Koretsky emphasized the significance of this milestone, stating,
“The European Commission has officially recognized that Ukraine has fulfilled the requirements to initiate all outstanding clusters.”
He also pointed out that, for the first time, foreign policy, security, and defense received the highest progress rating. Koretsky added,
“Europe acknowledges Ukraine’s crucial contributions to shared security.”
Furthermore, he highlighted the independent and effective operation of Ukraine’s anti-corruption institutions.
What Lies Ahead for Ukraine
Looking forward, Ukraine aims to achieve an interim assessment of its accession criteria (IBAR) by early 2027. To meet this target, focus must be maintained on progressing intermediate benchmarks in key areas such as:
- the rule of law
- implementation of rule of law roadmaps
- functioning of democratic institutions
- public administration reform
- action plans regarding national minorities
Ukraine is among four countries-alongside Moldova, Montenegro, and Albania-that have received roadmaps outlining next steps through 2027.
Koretsky remarked,
“Our goals are ambitious yet achievable. Some areas require accelerated efforts. We fully embrace the European Commission’s recommendations. This achievement is a collective success. Only through coordinated efforts between the Verkhovna Rada and the Government can we advance toward the EU and secure vital financial support for Ukraine.”
Over the past year, Ukraine has successfully opened four negotiation clusters and aims to complete its EU accession talks by the end of 2028.
Additionally, a joint working group between Ukraine and the EU has been established, initiated by President Volodymyr Zelenskyy and European Commission President Ursula von der Leyen. Prime Minister Koretsky plans to participate in the EU Enlargement Forum in Brussels later this year.
This European Commission report underscores the positive strides Ukraine has made on its path toward European integration. Recognition of progress in critical sectors reflects the Ukrainian authorities’ commitment to essential reforms, which are vital for maintaining EU support. Continued adherence to the Commission’s guidelines and strengthened collaboration with European partners will be key factors in accelerating Ukraine’s integration process and securing necessary financial aid for the country’s development.
As Ukraine progresses towards EU membership, the establishment of a joint task force with the EU aims to expedite essential reforms. This collaboration is crucial for addressing the remaining challenges and ensuring that Ukraine meets its ambitious accession goals by 2027.
