Ukraine Advances on Path to European Union Membership

According to 5 канал: The European Commission has acknowledged significant strides made by Ukraine in its journey to join the European Union. Kyiv anticipates a positive assessment of its interim benchmarks in early 2027 and aims to close up to seven negotiation chapters during Lithuania’s upcoming EU Council presidency. Ukrainian Foreign Minister Andriy Sybiha commented on the European Commission’s Enlargement Package report for 2026, noting that four negotiation clusters are currently open, with Ukraine prepared to launch two more.

In particular, Ukraine’s alignment with EU foreign policy, security, and defense criteria is impressively high. The evaluation for chapter 31 reveals a 99% consistency between Ukraine’s policies and those of the EU. Sybiha emphasized this achievement, stating:

“The alignment of Ukraine’s foreign policy and sanctions decisions with the European Union’s stance stands at 99%.” - Andriy Sybiha

He also stressed that the report confirms Ukraine’s advancement in European integration despite the ongoing full-scale Russian military aggression.

Aligning National Systems with European Standards

The Commission’s report further stresses the importance of ensuring that Ukraine’s national sanctions mechanisms comply fully with the European Convention on Human Rights. It highlights ongoing challenges related to the enforcement of European Court of Human Rights rulings, protection of property rights, and access to fair judicial processes.

Sybiha remarked, “Ukraine’s defense capabilities and experience in countering contemporary threats represent a valuable contribution to the EU’s collective security.”

He reaffirmed Ukraine’s commitment to implementing the European Commission’s recommendations and expressed hope for supportive decisions from European partners to advance accession talks. These efforts reflect Ukraine’s deepening integration into European institutions and its determination to strengthen cooperation with the EU.

The European Commission’s report underscores the critical need for Ukraine to continue progressing within the EU accession framework, particularly in light of the ongoing war. The near-complete alignment of Ukraine’s foreign policy with EU positions could play a pivotal role in boosting support from European allies. Ukraine’s active pursuit of the Commission’s guidance is expected to accelerate integration and enhance the partnership between Kyiv and Brussels.

As Ukraine continues to make notable progress towards EU membership, it is essential to understand the broader context of ongoing reforms.
