According to Главком: Benjamin Haddad, France's Minister Delegate for European Affairs, has made it clear that Ukraine's full accession to the European Union will require extensive reforms and cannot follow a shortcut. He described the integration process as complex and one that will stretch over many years. Haddad also emphasized that bringing Ukraine, Moldova, and the Western Balkan nations into the EU is a geopolitical necessity.

Requirements for EU Membership

To qualify for EU membership, Ukraine must meet several key conditions, including:

  • combating corruption,
  • upholding the rule of law,
  • ensuring an independent judiciary.
“There can be no compromises on EU values or legislation,” Haddad stressed.

For the bloc to successfully expand, it must become more adaptable and undergo internal transformations.

Paris supports a gradual approach to Ukraine's membership, using intermediate statuses along the way. In June 2024, Ukraine officially launched membership negotiations with the European Union. The country aims to conclude the main phase of talks within 1.5 years and plans to formally sign an accession treaty in 2027.

“To achieve full membership, we must be honest-countries need to completely reform themselves,” Haddad noted.
