The European Commission has released a ranking of cities with the highest quality of life based on a large-scale survey of 2023. The study encompassed over 71 thousand respondents from 83 cities in the EU, the UK, and Turkey, and showed where people are most satisfied with the level of comfort, safety, and accessibility of services. The analysis also served as a benchmark for those planning to relocate or live abroad long-term. This is reported by Visit Ukraine.

Who made it to the top cities with the highest quality of life

  1. Gdansk is one of the leaders of the ranking: 95% of residents reported being satisfied with their lives. The city has a strong historical heritage, a developed labor market, and a high level of safety, making it popular among immigrants.

  2. Leipzig showed similar high results – about 95% of satisfied residents. Respondents appreciated the balance between active urban life and quiet residential areas, as well as clean air, which fully satisfies 83% of those surveyed.

  3. Copenhagen ranked in the top three with 96% satisfaction. The Danish capital is known for its safety, developed cycling infrastructure, ecological initiatives, and stability. The only downside noted by residents is the difficulty with affordable housing.

  4. Groningen demonstrated one of the highest indicators – over 96%. The city is noted for its green spaces, safety, inclusivity, and a high level of trust: 86% of residents believe that most people in the city can be trusted.

  5. Zurich topped the ranking with a record 97% satisfaction rate. The city showed high results across all key criteria – transport, healthcare, ecology, job opportunities, and comfort for the elderly and LGBTQ+ individuals.

Main factors influencing the ratings

The survey revealed key reasons for high satisfaction:

  • Level of safety

  • Accessibility of services

  • State of ecology and air quality

  • Developed transport system

  • Labor market and financial stability.

These indicators shape the overall comfort of residents and often become decisive when choosing a country for relocation.
