Extradition Request for Business Figures

According to Главком: Ukraine's Office of the Prosecutor General has formally requested the extradition of businessmen Timur Mindich and Alexander Zuckerman from Israel. This action follows a petition from Ukraine's National Anti-Corruption Bureau (NABU), which identified procedural and technical shortcomings in the case files. The Prosecutor General's Office, in collaboration with NABU, processed and supplemented 24 volumes of case materials, preparing and translating the extradition request.

“In the course of standard procedure, the Office of the Prosecutor General, together with NABU, processed and supplemented 24 volumes of materials, and also prepared and translated the text of the request. After the final elimination of deficiencies and errors, the extradition request was sent to the Ministry of Justice of the State of Israel,” stated the Prosecutor General's Office.

Status of the Extradition Petition

The extradition petition has been with the Office of the Prosecutor General for two weeks but remains unsigned. “The petition is still not signed, although it has been in the Prosecutor General's Office for two weeks,” reported Oleksandr Abakumov.

Timur Mindich, an Israeli citizen, was placed on the sanctions list of Ukraine's National Security and Defense Council. In November 2025, NABU and the Specialized Anti-Corruption Prosecutor's Office (SAPO) formally notified Mindich of suspicion in absentia in a case concerning alleged corruption at Energoatom, Ukraine's state nuclear energy company.

It is noted that Mindich and Zuckerman have maintained a friendly relationship since at least 2019. Their families have traveled together on several occasions, including:

  • A trip to Israel in the autumn of 2019
  • A visit to Austria in the winter of 2020

On February 25, 2022, Zuckerman's son David left Ukraine by car with the Mindich family. Later, at the end of April 2022, Timur Mindich and Alexander Zuckerman returned together to Ukraine on the Warsaw-Kyiv train.

This extradition request highlights Ukraine's ongoing anti-corruption efforts, particularly targeting high-profile cases involving state enterprises. The case underscores the complex international dimensions of Ukraine's judicial processes, especially following Russia's full-scale invasion. The outcome now depends on the Israeli justice system's response, which will test international legal cooperation in such matters.
