Operation Details

The Ukrainian delegation arrived in the occupied town on October 30, operating under an 80-hour ceasefire. Due to the frontline’s hazardous conditions, including mined areas near the river, a direct river crossing was impossible. Clearance of the evacuation routes in Oleshky was completed prior to October 30.

The evacuation utilized 25 buses with a total capacity of 750 passengers, alongside specialized vehicles for those with limited mobility and nine ambulances. After departing from Oleshky, evacuees were escorted to the Russian city of Anapa. From there, they were flown to Belarus and then transported by bus back into Ukraine. Budanov commented, “Throughout the entire operation, communication between all parties remained constant. Every side adhered to agreements and performed with professionalism.” He also highlighted that humanitarian efforts will continue and evolve into ongoing, structured initiatives.

The mission was executed under the directives of Ukrainian President Volodymyr Zelenskyy, involving the Joint Coordination Center for Prisoner Search and Release at the Security Service of Ukraine, the Office of the Ukrainian Parliament Commissioner for Human Rights, the Armed Forces, and other agencies. This operation underscores the critical role of collective action in protecting civilians during wartime.

Completing this evacuation marks a vital step forward in securing the safety of civilians affected by the conflict. The effective collaboration between Ukrainian authorities and international partners demonstrates readiness for joint responses in crisis situations. This achievement also highlights the urgent need to sustain and expand humanitarian initiatives to assist those enduring hardship as a result of the war.

The successful evacuation operation not only ensured the safety of residents from Oleshky but also highlighted the complexities involved in such missions.
