According to hvylya.net: In 2025, control over social payment recipients in Ukraine has intensified. Now, to receive assistance, applicants must undergo an inspection of their living conditions. This is done to ensure that aid goes only to those who really need it.

Categories of individuals subject to inspection

• Applicants for social payments: individuals who are applying for subsidies, aid for low-income individuals, or other forms of support must now be prepared for a review of their living conditions.
• Internally displaced persons: they need to confirm their actual place of residence in order to receive support.
• Families with children: living conditions are checked when applying for guardianship, adoption, or if there are suspicions of inappropriate care for children.
• Families of servicemen: they may also undergo inspection when receiving benefits or housing.

Long trips abroad are also taken into account, and 'Winter Support' is provided on the very first day. Changes in the control over social payment recipients are part of the reforms in the social security system for the benefit of those who truly need support.
