Categories of Pensioners Who Receive 100 Percent Coverage
The categories that can receive 100 percent coverage of utility costs include:
- persons with disabilities,
- participants in combat actions,
- Chernobyl disaster liquidators,
- recipients of maximum subsidies.
The right to a 'zero bill' arises automatically if the amount of state assistance equals or exceeds the actual charges from service providers. This provides significant financial support for vulnerable population groups, which, in turn, improves their social protection.
In the context of economic challenges and rising utility prices, compensation programs are an important tool for supporting socially vulnerable segments of the population.
