According to Главком: The Ukrainian Cabinet of Ministers has amended its regulations on migration under martial law, establishing a 90-day period for foreigners and stateless persons-excluding citizens of the Russian Federation-to exchange their temporary residence permits. According to the new rules, foreigners whose deadline for applying for an exchange fell after February 24, 2022, must now submit their application within 90 days of this resolution coming into force. These policy adjustments are part of Ukraine's ongoing efforts to manage its borders and residency procedures during the ongoing conflict.
The changes were approved on February 5 and pertain to the resolution on 'Some Issues of Implementing Legislation in the Field of Migration under Martial Law.' The State Migration Service is required to conduct an informational and explanatory campaign for foreigners affected by these new rules within three months of the resolution's effective date.
New Procedure for Permit Issuance
The resolution will take effect three months after its official publication. It is worth noting that in December 2024, the Cabinet also approved a new mechanism for issuing residence permits to foreigners and stateless persons who are assisting the military or fighting for Ukraine. These changes aim to simplify the permit exchange procedure and enhance the legal status of foreigners in the country.
