Internet providers paid a record 6.1 billion UAH to the budget: how the market is being legalized
According to ХВИЛЯ: The internet provider market in Ukraine has begun to legalize, showing a record increase in contributions to the state budget in 2025. In the first 11 months of this year, internet providers paid 6.1 billion UAH to the budget, which is 2 billion UAH more than in the same period of 2024, when the amount was 4.1 billion UAH. The increase in contributions amounted to 48.5%, which indicates positive changes in the financial discipline of operators.
Tax jump structure
The structure of the tax jump includes several key components:
- Personal income tax and military levy amounted to 1.9 billion UAH, which is 61% more compared to last year.
- Value-added tax contributed 3.27 billion UAH, with an increase of 58.1%.
- Corporate tax also shows positive dynamics, rising to 0.6 billion UAH, which is 25.8% more than in 2024.
October 2024 showed an average salary in Ukraine at the level of 14,100 UAH, while in October 2025 this figure increased to 17,900 UAH, which is an increase of 26.9%. This increase in salaries may, in turn, stimulate the growth of tax revenues.
However, not all operators adhere to the new rules. As noted by Danilo Hetmantsev,
"some operators have not ceased fragmentation, which is a significant problem for the market."
He also noted that the work of the Bureau of Economic Security in stopping crimes in this area and holding guilty parties accountable has not yet taken on a systemic character, which requires additional efforts for further legalization of the market.
These results indicate positive trends in the legalization of the internet services market in Ukraine, which, in turn, may influence the overall growth of the economy. An important component of this process is not only the increase in tax revenues but also the need to strengthen control over the activities of operators to ensure compliance with legislation and support the competitiveness of legal service providers. The results of 2025 may be an important step in shaping a more transparent and stable market in Ukraine.
