Government Reallocates 2.8 Billion UAH in Health Ministry Budget, Curtails National Health Screening Program

According to Рубрика — Суспільство: On September 30, 2026, the Cabinet of Ministers of Ukraine approved Order No. 985-r, which involved redistributing 2.8 billion hryvnias from the state budget allocated to the Ministry of Health for 2026. The most significant budget cut affected the "Health Screening for Disease Prevention" program, which saw a reduction of 2.7 billion hryvnias (specifically 2,707,456,600 UAH).
Additionally, 54.2 million hryvnias were withdrawn from the "National Medical Education Institutions and Activities" program. The government redirected part of these savings toward other healthcare initiatives: 2.5 billion hryvnias were added to the state-guaranteed medical service program, 100 million hryvnias were allocated for targeted medical services for specific population groups, and 161.7 million hryvnias were dedicated to training and professional development of healthcare personnel. The Ministry of Finance was instructed to update the state budget accordingly.
Overview of the 'Health Screening 40+' Initiative
Launched in 2026, the national "Health Screening 40+" program aims to detect cardiovascular diseases, type 2 diabetes, and mental health issues at an early stage. The screening involves:
- Measuring blood pressure, heart rate, weight, height, and waist circumference;
- Conducting lifestyle and risk factor questionnaires;
- Assessing the risk for cardiovascular diseases and diabetes;
- Mental health screening;
- Performing laboratory tests;
- Providing personalized medical advice.
Ukrainians aged 40 and above can participate by applying through the Diia app or local administrative centers (CNAP) at any convenient time. Since May 1, 2026, the program's participation rules were updated to allow individuals to apply any time without waiting 30 days after their birthday. For those who received funding after this date, the screening service must be paid within two months of fund receipt; otherwise, the money returns to the state budget.
Cutting the budget for the "Health Screening" program risks undermining early detection and prevention efforts, potentially increasing future strain on the healthcare system.
