Ukraine's Cabinet of Ministers Advances Private Air Defense Capabilities

According to Рубрика — Суспільство: The Ukrainian Cabinet of Ministers has approved a defense ministry-led initiative that broadens the scope for enterprises to participate in private air defense efforts. This move enhances the operational framework of the ongoing pilot project aimed at shielding vital infrastructure from enemy aerial threats.

This government decree introduces six major updates:

  • Enterprises already engaged in private air defense can now extend protection to facilities of other companies through formal agreements.
  • Authorized enterprises may share air defense assets among themselves, subject to joint approval with the Air Force command.
  • New eligibility criteria for enterprises to join the project include designation as a Defence City resident and/or classification by the Ministry of Defense as critically important.

Additionally, the resolution permits the integration of manned aircraft into air defense groups and expands the use of interceptor drones. It also regulates the deployment of combat components and electric detonators by enterprises. The minimum age for private air defense team members has been lowered from 21 to 18 years.

Private air defense operations are conducted under military supervision and are fully integrated into the Armed Forces of Ukraine’s unified air defense system. This initiative, launched under the Cabinet’s Resolution No. 1506 dated November 19, 2025, enables enterprises to better safeguard their personnel, production facilities, and energy assets-key targets frequently hit by enemy drones.

The Ministry of Defense of Ukraine emphasizes: 'These changes are designed to strengthen Ukraine’s air defense capabilities.'

The new measures also allow for rapid scaling of air defense resources without adding pressure on the Armed Forces’ existing air defense units.

Importance of the New Measures

In the face of ongoing aerial attacks, this development marks a critical step toward reinforcing the security of Ukraine’s essential infrastructure. Expanding private air defense responsibilities particularly benefits sectors like energy, which remain vulnerable during the armed conflict. Overall, these reforms contribute to the country’s broader strategy of boosting defense readiness and mitigating risks to civilians and the economy.

As the Ukrainian government enhances its private air defense framework, the effectiveness of these initiatives is already evident. Recent reports indicate that automated systems have successfully neutralized over 60 enemy targets, showcasing the potential impact of improved collaboration and resource sharing among defense enterprises.
