Ukraine’s 2027 State Budget: Significant Investments in Healthcare

The majority of these funds will support the Medical Guarantees Program, increase salaries for healthcare workers, finance centralized medicine procurement, and enhance medical infrastructure across the country. Additionally, the budget includes provisions for military healthcare and offers targeted support to medical staff serving rural and frontline areas. Nearly 26 billion UAH has also been earmarked from the reserve fund specifically for road repairs.

Key Funding Priorities

The proposed healthcare budget of 292.5 billion UAH excludes local budgets and funding for departmental hospitals. Breakdown of major allocations includes:

• 225 billion UAH for the Medical Guarantees Program, marking a 33.5 billion UAH increase compared to 2026.
• 21.7 billion UAH dedicated to the 'Affordable Medicines' program, which is 13 billion UAH more than last year.
• 20.8 billion UAH allocated for centralized medicine procurement-a 37% rise or 5.6 billion UAH increase from the previous year.

Funding priorities focus on medication and reimbursement schemes, support for healthcare professionals in rural and conflict-affected regions, military and veteran healthcare, disease prevention and diagnostics, medical education, forensic examination modernization, and infrastructure development. A notable part of the budget is for one-time payments of 200,000 UAH to young doctors who commit to three-year contracts to work in rural or frontline locations, including provision of official housing. Expenditures for free dental prosthetics and dental care for military personnel, veterans, and Chernobyl victims will rise to 1.6 billion UAH-300 million UAH more than in 2026.

Medical education funding will increase by 867 million UAH, while forensic bureau modernization receives an additional 400 million UAH. Public health initiatives are allocated 4.3 billion UAH. Investment projects aimed at hospital upgrades and new equipment purchases will receive 13.3 billion UAH from various sources. Furthermore, 1.2 billion UAH in subsidies to local budgets is planned to support blood services and therapeutic nutrition for children with rare diseases.

Minister of Health Viktor Liashko stated, 'We aim to raise the base salary for doctors to 30,000 UAH and for nurses and medical assistants to 20,000 UAH. Additionally, funding for centralized procurement of medicines and medical supplies will see a significant boost.'

The budget also maintains funding levels for the collection, cryopreservation, and storage of reproductive cells for defenders. The 'Health Screening 40+' program will receive 10 billion UAH, underscoring the government’s emphasis on disease prevention.

This budget proposal highlights the Ukrainian government’s strategic commitment to strengthening healthcare systems. The planned increase in funding for medical guarantees, salary enhancements, and targeted support for medical personnel in underserved and frontline areas reflects a focus on expanding equitable access to quality healthcare. These measures also aim to improve working conditions for medical staff, an essential factor for motivation and service quality amid ongoing socio-economic challenges in the country.
