Government Launches Comprehensive Review of Public Administration to Enhance Efficiency and Drive Digital Transformation

Thorough Evaluation of Ukraine’s Public Administration System

According to 5 канал: The Cabinet of Ministers of Ukraine is initiating an extensive review of the public administration framework aimed at eliminating redundant functions, streamlining workflows, and reducing unnecessary positions. A key focus of this effort is to assess the degree of automation within central executive bodies (CEBs) and to accelerate the digital modernization of their operations, which has become a top government priority.

This review will also include a reassessment of staffing levels within these central agencies. The plan involves cutting unfilled vacant roles and revising the number of deputy ministers and heads within the CEBs. Following the analysis, the government intends to determine the precise staffing requirements based on the actual workload and responsibilities of each agency.

In addition, the government will update professional training programs for civil servants to better align with the evolving demands of public administration. Implementation and oversight of these reforms will be managed by the relevant ministries and executive bodies, with State Secretary of the Cabinet of Ministers, Kostyantyn Maryevych, overseeing coordination and progress monitoring.

"The Cabinet of Ministers plans to conduct a comprehensive review of the public administration system to remove overlapping functions, optimize processes, and reduce excess positions," stated Serhiy Koretskyi.

Expansion of War Risk Insurance Program for Entrepreneurs

Alongside these administrative reforms, the Cabinet has broadened the war risk insurance scheme for entrepreneurs, now including Kyiv city and Kyiv region. The maximum annual insurance premium compensation under this program has been increased to 5 million hryvnias. This measure is designed to support businesses facing risks related to the ongoing conflict and to enhance their financial resilience.

These planned reforms reflect the government’s commitment to improving the effectiveness and adaptability of state institutions in response to contemporary challenges. Given the ongoing conflict and economic uncertainties, optimizing public administration is critical to ensuring swift and effective responses to societal needs. Moreover, expanding the war risk insurance program demonstrates a proactive approach to safeguarding the business community during times of crisis.
