Changes to Deferral Rules for Military-Liable Persons

According to ХВИЛЯ: Ukraine’s Cabinet of Ministers has approved amendments allowing people who already have a valid deferral to switch it to another lawful ground without losing protection. The previous deferral continues to apply while the commission reviews the new application, so the person remains covered during the transition. This decision comes as Ukraine continues its general mobilization under martial law.

Filing a request does not revoke the active deferral. If the commission approves the change, the earlier deferral is canceled only after the new details are recorded in the Oberih register - the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists. If the commission rejects the application, the current deferral stays in effect until the end of its designated period.
