Revised Criteria for Critical Industries

According to Главком: The Ukrainian Cabinet of Ministers has broadened the official criteria for classifying companies, institutions, and organizations as critically important for meeting the needs of the Armed Forces of Ukraine (AFU). Announced by the Ministry of Economy, Environmental Protection and Agriculture, these changes introduce a new category of enterprises. This category specifically includes businesses that hold direct contracts with the command structures of specific branches or units within the AFU. This move is part of a broader effort to streamline wartime logistics and industrial support.

Scope of the New Enterprise Category

The newly defined category encompasses a range of essential support activities, including:

  • Transportation of military cargo;
  • Repair, maintenance, and operation of weapons, military, and specialized equipment;
  • Supply of ammunition and its components;
  • Procurement of defense-purpose goods for servicing military hardware.
Vitaliy Kindrativ noted that 'expanding the criteria will support enterprises that ensure the logistics, repair, and technical maintenance of defense equipment, thereby contributing to the stable functioning of the defense sector.'

In a related development, Ukraine's Verkhovna Rada is preparing further legislative tightening concerning mobilization and military service. As of March 2026, the stated priorities are combating draft evasion and cases of soldiers leaving their units without authorization. Concurrently, the Ministry of Defense continues to expand the list of deferrals from mobilization that can be processed through the 'Reserve+' application. These parallel initiatives highlight the state's multifaceted approach to maintaining military capacity during a prolonged conflict.

The expansion of criteria for critical enterprises is a significant step toward optimizing logistics and bolstering Ukraine's defense industry. It is expected to enhance the efficiency of fulfilling defense contracts, thereby strengthening the readiness of the Armed Forces. The simultaneous strengthening of mobilization laws reflects the government's serious commitment to ensuring military manpower and tackling conscription avoidance, which is vital for sustaining national defense during this challenging period.

In light of these recent changes, it is essential to understand how the government's actions align with broader strategies to safeguard vital businesses during wartime.
