State Stake Divestment in Sens Bank and Ukrgasbank

According to 5 канал: The Cabinet of Ministers of Ukraine has established a dedicated commission to manage the sale of government shares in Sens Bank and Ukrgasbank. This commission may include representatives from international financial institutions and European Union bodies. Its primary responsibilities involve setting the rules for the bidding process, determining eligibility criteria for participants, establishing the initial share prices, and selecting the winning bidders. All decisions made by the commission will require approval from the government.

The Ministry of Finance has already appointed advisors for both Sens Bank and Ukrgasbank. The planned share sales will follow transparent and competitive procedures designed to ensure openness and fairness throughout the process. However, recent investigations revealed that officials at state-owned Sens Bank might have been aware of fraudulent activities involving funds pledged as collateral for former Justice Minister Herman Halushchenko. Halushchenko is implicated in the Mindich case, also known as Operation Midas.

Corruption Concerns and Legal Investigations

The prosecutor from the Specialized Anti-Corruption Prosecutor's Office (SAPO) reported communications among suspects Mykitas, Yelizarov, Stupak, and Hladyshenko, who were involved in fabricating contracts to facilitate illicit financial transactions through Sens Bank. The accusations indicate that Hladyshenko coordinated illegal actions together with Stupak.

According to findings by the National Anti-Corruption Bureau of Ukraine (NABU) and SAPO, a corruption scheme was uncovered that involved the unlawful legalization of 150 million hryvnias via Sens Bank. The suspects had control over the financial institution, and these funds were used to cover the bail for Halushchenko.

These revelations highlight the significant challenges posed by corruption risks in the process of selling state-owned stakes in these banks, demanding rigorous oversight and thorough investigation by relevant authorities.

Establishing the commission to handle the privatization of shares in Sens Bank and Ukrgasbank marks a crucial advancement in reforming Ukraine’s state sector. Nonetheless, the exposure of corrupt schemes and related criminal proceedings casts doubt on the transparency and integrity of the forthcoming sales. The success of this privatization effort will depend not only on well-structured bidding procedures but also on the government’s ability to combat corruption effectively and maintain stringent supervision over financial institutions.
