New Subsidy Program for Bookstores Gains Government Approval

This initiative comes as a crucial measure to support the publishing sector, which suffered heavy losses this summer due to Russian attacks. In fact, the industry lost over one-third of its annual book print run, with millions of Ukrainian books destroyed in the conflict.

Eligibility and Program Details

Under the new regulation, bookstores are eligible to apply for rent compensation. Subsidy funds must be spent on purchasing books or paying for sold titles. Initially, only independent bookstores located in communities with populations under 100,000 can participate. The Ukrainian Book Institute will accept applications quarterly, disbursing subsidies based on expenses from the previous quarter. The first payments are scheduled for the first quarter of 2027, covering rent from the last quarter of 2026.

A key requirement for applicants is possession of a compliance certificate from the State Committee for Television and Radio Broadcasting. This subsidy is part of a broader support package implemented by the Ministry of Culture, Ministry of Finance, and Ministry of Economy. The Ukrainian Book Institute’s budget in the 2027 state budget has been increased to 667.6 million UAH, up from 284.9 million UAH in 2026. Additionally, the 'Thousand Springs' initiative will introduce a new book-focused component next year.

Tatyana Berezhna, a representative of the Ministry of Culture, emphasized: "We are committed to backing the book industry and aiding its recovery at every stage. By launching rent compensation for bookstores, the funds they receive will cycle back into the sector through book purchases and payments to publishers."

Bohdana Laiuk, another cultural official, noted: "People start or return to reading when books appear along their everyday routes - in shop windows on the way home or at bookstores visited with friends. The book market has been awaiting this policy for years. This first phase launches the mechanism, and we plan to expand it further. I strongly encourage booksellers from smaller communities to apply as soon as the Ukrainian Book Institute opens submissions."
