According to glavcom.ua: The president has a tool that allows him to transfer the powers of the Verkhovna Rada to the Cabinet if the latter becomes incapacitated. This possibility of transferring powers is provided by law No. 7153, which was adopted in March 2022 but has not yet been signed by the head of state. Discussions about this topic have intensified in connection with the scandal surrounding the law that restricted the actions of NABU and SAP, which was adopted but then canceled.

The main author of the bill, Vitaliy Bezgin, notes that the relevance of this project has disappeared since the liberation of Kyiv region from the threat and the impossibility of another attack on the capital in 2022. It is worth recalling that the Verkhovna Rada becomes incapacitated if the number of people's deputies falls below two thirds of its constitutional composition - less than 300. Currently, there are 397 deputies in the parliament. Therefore, if a hundred deputies resign, the parliament will not be able to operate, and then the transfer of powers to the Cabinet will become the only way out.

The Ukrainian Verkhovna Rada is considering the possibility of transferring powers in case of incapacity, but for now, the law regarding this is in question.
