Government Enacts New Resolution on Critical Infrastructure and Military Reservist Safeguarding

According to Рубрика — Суспільство: On October 23, 2026, Ukraine's Cabinet of Ministers released Resolution No. 1328, introducing revised standards for identifying critical enterprises, institutions, and organizations eligible for military reservist protection during mobilization and wartime. This legislation mandates that central executive bodies review and align these criteria within 10 days of the resolution’s enactment. Additionally, a new Coordination Center will be established to oversee the reservation process for military personnel, serving in an advisory capacity.

Defining Critical Organizations into Two Key Groups

The resolution distinguishes two main categories of critical entities:

  • The first group comprises organizations essential to maintaining economic stability and ensuring civilian well-being during exceptional circumstances.
  • The second group includes organizations vital to meeting the operational needs of the Armed Forces and other military units during such periods.

Following the criteria review, governmental authorities must reassess currently designated critical organizations. If an organization no longer meets the updated criteria, its critical status must be revoked.

The regulation also formalizes the establishment of the Coordination Center responsible for managing the reservation of military reservists. This center will involve representatives from various government sectors, including those responsible for the economy, defense, security, humanitarian affairs, and critical infrastructure management. The Cabinet advises enterprises and institutions seeking critical status to proactively submit their documentation to the relevant state bodies.

Previously, authorities announced plans to finalize a revised military reservist reservation mechanism by December 1, 2026. While total reservation of personnel will not be standard practice, full reservation may occur if some employees voluntarily enlist in military service. Officials emphasize that these updates will not introduce drastic changes for critical defense and energy sector enterprises. The reforms aim to improve the mobilization and reservation system by addressing widespread abuses.

This resolution marks a significant advancement in safeguarding Ukraine’s essential sectors during military conflicts, which is crucial for the country's economic resilience. By clarifying eligibility criteria and establishing a dedicated Coordination Center, the government aims to enhance resource management and sustain vital services for the population during crises. Moreover, these measures are expected to curb misuse within the reservation system, a pressing concern amid ongoing mobilization efforts.

In light of the recent resolution, the government is also set to revise military exemption regulations and create a centralized coordination center. This move aims to streamline the reservation process for military personnel, ensuring that both critical enterprises and reservists are adequately supported during mobilization efforts.
