Ukraine’s Cabinet Approves Application Procedure for One-Time Winter Aid to Vulnerable Citizens

According to Пенсії (RSS): On September 3, 2026, Ukraine’s Cabinet of Ministers enacted Resolution No. 1084, establishing the rules and procedures for applying to receive a one-time financial grant called 'Winter Support.' This aid targets vulnerable populations living in areas affected by ongoing or past military conflicts.

Eligibility and Application Process

The 'Winter Support' one-time payment is available to residents of eight regions: Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Sumy, Kharkiv, Kherson, and Chernihiv. The application method depends on which category the applicant’s local community falls into.

• Residents in communities listed in the first category must submit applications through the Pension Fund’s service centers, administrative service centers, or authorized officials within the local rural, settlement, or city councils.
• For communities in the second category, applications are to be submitted directly to the local village, settlement, or city councils.

The program is designed to support vulnerable groups, including individuals with registered disabilities, recipients of housing subsidies, families already receiving certain types of child-related assistance, and internally displaced persons (IDPs) receiving housing support. This initiative aims to alleviate hardships faced by these groups amid ongoing social and economic challenges.

Launching the 'Winter Support' program reflects the Ukrainian government’s commitment to addressing the pressing social needs of its most at-risk citizens, especially during wartime conditions.
