According to Главком: On December 25, 2023, a meeting of the State Council was held in Moscow under the chairmanship of Vladimir Putin. The head of Chechnya, Ramzan Kadyrov, was not present at the event due to a sharp deterioration in his health. Information about his condition was received the day before, on December 24, when Kadyrov arrived in Moscow.

On the night of December 24 to 25, 2023, Kadyrov's health deteriorated sharply, necessitating his transport to the hospital in an ambulance. Sources close to Kadyrov reported that he was barely resuscitated in Moscow, after which he returned home. Since then, Kadyrov has not appeared in public.
