Company Director Suspected of Failing to Comply with State Audit Demands

According to Главком: The head of a private contractor responsible for road repairs in the Chernihiv region has been formally notified of suspicion for refusing to provide documents to the State Audit Service of Ukraine. The firm failed to submit required paperwork detailing the use of public funds during an audit covering the period from 2019 to 2023, raising significant concerns among government inspectors. This case highlights ongoing efforts to ensure accountability in Ukraine's post-war reconstruction spending.

The State Audit Service was conducting a review of the financial and economic activities of the Infrastructure Restoration and Development Service in Chernihiv Oblast. Auditors requested documentation from the contractor to verify the actual scope of completed work and related payments. However, the company ignored these legal requests and did not provide the documents referenced in its own work completion certificates. The Pechersk District Prosecutor's Office in Kyiv has now served the notice of suspicion to the company's representative.

Legal Classification of the Director's Actions

The director's actions have been classified under Part 1 of Article 351-1 of the Criminal Code of Ukraine, which covers the failure of an official to comply with lawful demands of a state financial control body. The potential penalties for such an offense include a fine, corrective labor, or restriction of liberty.

In response to the situation, Prime Minister Denys Shmyhal has instructed Minister for Communities and Territories Development Oleksiy Kuleba, together with the State Agency for Restoration, to urgently ensure readiness for performing current repairs on public roads. These measures are aimed at guaranteeing the continuity and quality of road maintenance in the region, despite the documentation issues identified with the contractor.
