Heating Disruptions in Kyiv: Key Information
According to Главком: Residents of Kyiv who were left without heating in January 2026 due to Russian attacks will not be charged for that period. The utility provider, Kyivteploenerho, has adjusted the January bills. The charge for the portion of January when heating was actually provided will be added to the February bills, which will be issued in March. The Ukrainian government has guaranteed an automatic recalculation for any public utilities that were not delivered. This policy is part of broader wartime measures to protect citizens from paying for services destroyed by military strikes.
The heating outages were caused by attacks on energy infrastructure, which disrupted the system's operation. Charges will only apply for the period in January prior to the first attack that interrupted normal heat supply. Consequently, Kyivteploenerho did not include heating charges in the payment notices residents received in February.
Government Guarantees
The government has enacted a decision guaranteeing an automatic recalculation for undelivered services. This applies not only to heating but also to water supply and waste removal. The State Service of Ukraine for Food Safety and Consumer Protection has been tasked with overseeing this automatic adjustment to ensure that Kyiv's residents receive fair and accurate utility bills.
