According to ХВИЛЯ: Kyiv's severe shortage of heating and water stems from Russian shelling and the failure of a multi-apartment building management reform. Housing and utilities expert Oleh Popenko states that a reform initiated by Alona Babak shares partial blame for the crisis. The heating outages have impacted hundreds, if not thousands, of buildings, resulting in destroyed radiators and burst pipes. This crisis highlights the immense strain on Ukraine's infrastructure following Russia's full-scale invasion.

The expert notes that the multi-million dollar repair costs are being passed on to residents, worsening the situation.

"The result is frozen risers, burst pipes, and destroyed radiators," stated Oleh Popenko.

He also stressed that the situation demands decisive government action, as there is now a clear need to establish new mechanisms for housing management.

Proposals to Improve the Situation

Among the proposals that could improve the situation, the expert highlights:

• Licensing for building managers, which would prohibit managing buildings without in-house engineers and emergency plans;
• Financial liability for homeowners' associations (OSBB) and management companies for failing to address problems in a timely manner;
• Clear emergency protocols to regulate actions during blackouts.

Oleh Popenko pointed out that

"the myth that OSBBs and the 'management market' solved the housing problem has been shattered."

He recommends people "look for other housing," as the situation may remain difficult. To fund major repairs that residents cannot afford, city restoration funds could be established. These steps may be necessary to overcome the current crisis in Kyiv's housing and communal services.
