Challenges to Kyiv’s Resilience

According to ХВИЛЯ: Kyiv is lagging behind other Ukrainian regions in implementing its resilience plan, resulting in frequent power and water outages following Shahed drone strikes. As of mid-October, Kyiv’s resilience measures are less effective compared to other oblasts, including those on the frontlines and border areas. President Volodymyr Zelensky has highlighted this concern and initiated discussions with security officials, business leaders, and local authorities aimed at enhancing the city’s governance and boosting its ability to withstand ongoing attacks.

The president emphasized that Kyiv residents suffer significantly from the city’s vulnerabilities, as even isolated drone hits cause major disruptions to essential utilities.

“By mid-October, resilience plan execution across the country-even in frontline and border regions-surpasses that of Kyiv. The residents of the capital certainly feel the impact,” Zelensky noted.

He also stressed the need for swift responses to security threats:

“We must be prepared to act with maximum speed, respond to every security challenge, and ensure that all decisions are implemented effectively.”

Strategic Consultations and Next Steps

In these consultations, the president engaged with former SBU chief Vasyl Maliuk, head of the State Agency Ivan Fedorov, Kharkiv mayor Ihor Terekhov, and businessmen Kostyantyn Yefymenko and Maksym Yefimov. The key areas addressed include:

  • strengthening protection of energy facilities and critical infrastructure;
  • coordinating tasks with government bodies and military forces;
  • implementing practical reforms in Kyiv’s management systems.

“We are preparing solutions focused on safeguarding Kyiv’s energy and critical infrastructure, aligning efforts with government and military, understanding citizens’ needs, and rationally reforming city management,” Zelensky summarized.

This situation underscores the urgent need to reassess and improve how the capital’s resources are managed, as fragile infrastructure poses serious risks to residents. The outcomes of these discussions could significantly enhance the quality of life and safety for Kyiv’s population amid ongoing threats. Successful implementation may also serve as a model for other Ukrainian regions facing challenges in wartime and instability.

As discussions continue on enhancing Kyiv's governance, it's crucial to understand how the city's current resilience compares to other regions.
