Proposed Changes to Kyiv's Parking Tariffs
According to Главком: The Kyiv City Administration has published a draft proposal to amend parking tariffs, open for public discussion until March 13. A key feature of the plan is the introduction of a discount of up to 90% on monthly parking permits for individual taxpayers who contribute to the city's budget. This discount is proposed to last at least until the end of this year. If implemented, Kyiv would become the first city in Ukraine to offer special municipal infrastructure privileges based on tax status. This initiative is part of a broader effort to modernize urban services and incentivize compliance.
The draft order was published on the official portal of the Kyiv City State Administration. The public consultation period runs until March 13, and interested parties can submit their proposals and comments via the KMDA public discussion portal, by email at [email protected], or by post to: 01001, Kyiv, Khreshchatyk Street, 36.
Verifying Taxpayer Status
To confirm taxpayer eligibility, the city's IT department is developing a verification mechanism within the Kyiv Digital app. Currently, there are 330 parking lots in the capital, with 200 located in the primary parking zone. Real-time availability for 83 of these lots, equipped with 219 cameras, is already displayed in the Kyiv Digital app.
Regarding the current tariff structure, parking costs 40 UAH per hour in Zone I, 30 UAH per hour in Zone II, and 10 UAH per hour in Zone III. The monthly permit rates are as follows:
- 299 UAH per month for Zone III
- 999 UAH per month for Zones II–III
- 1499 UAH per month for parking across all of Kyiv
In a related issue, authorities have recorded the damage or theft of 1,578 anti-parking bollards.
The proposed tariff changes and new discounts for taxpayers could significantly impact the use of city infrastructure and parking spaces in the capital. If approved, these measures may encourage more drivers to use legal parking spots, which could help reduce illegal parking and improve the overall traffic situation in Kyiv.
