According to Главком: The Kyiv City Prosecutor's Office has concluded its investigation into a department head of the Kyiv City State Administration and a former public procurement official for official negligence. The case, concerning the purchase of special vehicles, has now been forwarded to the court with an indictment. The suspects were formally notified of the charges in October and November 2025. This case is part of ongoing anti-corruption efforts in Ukraine's capital, which has faced scrutiny over public spending.

Case Details

The investigation pertains to a 2022 procurement where six Mitsubishi L200 vehicles and additional equipment were purchased for rescue services. According to the Office of the Prosecutor General, the authorized official violated public procurement law by failing to check average market prices and signing a contract with an inflated cost. This resulted in the vehicles being acquired with an overpayment of nearly 11 million Ukrainian hryvnias (UAH).

This is not an isolated incident, as other corruption cases are under investigation in Kyiv. For example:

  • A case involving a rotary parking system for the city hall, purchased in 2017, which led to a budget loss exceeding 3.6 million UAH.
  • A tender by the Kyiv Municipal Non-Profit Enterprise 'Educational Agency of the City of Kyiv' for the planned purchase of educational equipment worth 8.29 million UAH.

The findings highlight systemic issues within the public procurement framework that can significantly impact Kyiv's budgetary expenditures. The uncovered corruption underscores the urgent need for enhanced control mechanisms and greater transparency in procurement processes to prevent future abuses.
