According to Главком: Kyiv Mayor Vitali Klitschko has called for an immediate convening of Ukraine’s National Security and Defense Council to coordinate steps on implementing the capital’s comprehensive resilience plan. Approved by the Kyiv City Council and signed by the mayor, the plan was submitted to the NSDC and the Cabinet of Ministers on March 10. However, Klitschko says the state has failed to meet its 50/50 funding commitments, raising serious concerns.

Kyiv is currently executing the resilience measures using its own municipal budget and borrowed funds. The overall budget for Kyiv’s resilience plan is 61.6 billion hryvnias, as stated by Yuliia Svyrydenko. Yet the city has received no written confirmation of a promised 10 billion hryvnia allocation, further complicating implementation.

Klitschko stressed that “the state must take responsibility for the capital’s resilience,” as it directly affects the stability of the entire country.

The mayor noted that all priority projects, necessary funding, and resources for their execution have already been identified.
