According to Главком: North Korea has pledged to maintain its comprehensive support for Russian policies, particularly in the military domain. During a meeting with Russian Defense Minister Andrei Belousov, North Korean leader Kim Jong Un stressed the importance of deepening military ties between the two nations. The partnership is set to be formalized on a long-term basis extending to 2031. Both sides agreed to draft a cooperation plan covering the 2027–2031 period, signaling their intent to strengthen collaboration between Pyongyang and Moscow.

The meeting was prompted by the inauguration of a memorial honoring North Korean soldiers who died in Russia’s Kursk region. Kim Jong Un described the fallen troops as symbols of sacrifice, claiming their involvement in the conflict thwarted the hegemonic ambitions of the United States and the West. Additionally, Kim held talks with Vyacheslav Volodin, the speaker of Russia’s State Duma, to discuss further steps in bilateral cooperation.

Strategic Partnership Agreement

In 2024, Russia and North Korea signed a comprehensive strategic partnership treaty that includes a mutual defense clause. Since the onset of hostilities, Pyongyang has dispatched approximately 14,000 troops to fight alongside Russian forces in the Kursk region, with over 6,000 North Korean soldiers reportedly killed. Notably, North Korea has become a key supplier of artillery weaponry to the Russian military, with large shipments of ammunition transported via sea routes and rail connections.

This deepening military cooperation between North Korea and Russia carries significant regional implications. Kim Jong Un declared:

“Pyongyang will continue to defend Russia’s security interests”
