According to Главком: John Bolton, a former U.S. National Security Advisor, has leveled criticism at the Ukraine policies of the last three American administrations-those of Barack Obama, Donald Trump, and Joe Biden-over a 12-year period. He argues that none of these administrations succeeded in developing an effective strategy to support Ukraine and deter Russia, a failure that ultimately led to the escalation of the regional conflict.

In a statement made on February 24, 2026, Bolton, who served as National Security Advisor from 2018 to 2019 during Donald Trump's first term, asserted that the Obama administration failed to contain Russia's initial wave of aggression, which set the stage for the later full-scale war. While the first Trump administration did provide Ukraine with some military aid and imposed sanctions on Russia, Bolton contends it did not take sufficient action to correct the errors of its predecessors, leaving Ukraine in a precarious position.

Bolton further notes that the Biden administration was unable to prevent Russia's full-scale invasion of Ukraine in 2022, underscoring the unprecedented nature of the crisis. His critique includes a pointed assessment of the second Trump term:
