2025 Financial Disclosure Requirements for Former Ukrainian Public Officials
Financial Disclosure for Former Public Servants
According to НАЗК: Former public officials in Ukraine who left their positions in 2025 are legally required to file a financial disclosure declaration for that year by March 31, 2026. Under current law, this 'post-termination' declaration must be submitted between January 1 and March 31 of the year following their departure. The declaration must cover the entire reporting period from January 1, 2025, through December 31, 2025.
The declaration can be filed electronically through the personal account in the Unified State Register of Declarations. To do so, individuals must log in at portal.nazk.gov.ua/login. Former officials can also seek guidance by contacting the contact center of the National Agency on Corruption Prevention (NAZK) at +38 (044) 200 06 94. Please note that wait times for a consultation may exceed 15 minutes.
Exemptions from Filing a Post-Termination Declaration
There are specific circumstances where filing a 'post-termination' declaration is not necessary:
- If the individual is re-employed in a position requiring disclosure by March 31, 2026, and has already submitted an annual declaration marked 'I continue to perform state or local government functions.'
- No declaration is required if the declaration submitted upon their departure already covered the period from January 1, 2025, to December 31, 2025.
For further information and assistance, former public servants can utilize resources such as the NAZK Knowledge Base and the updated Declarant's Handbook. These materials contain useful guidance on the declaration submission process and are available online. These rules are part of Ukraine's ongoing anti-corruption reforms, which mandate transparency from public officials even after they leave office. Timely filing is a legal obligation that helps former officials avoid potential penalties and ensures continued accountability in public service.
