According to Главком: The Ukrainian government is preparing new military contracts that will specify fixed terms of service. Pavlo Palisa, Deputy Head of the President's Office, stated that these contracts will be available not only to new recruits but also to citizens who have already been mobilized. This initiative is part of a broader strategy to gradually shift from a mobilization-based army to a professional contract system, a significant reform for a nation at war.

It is known that the previous defense minister had already developed a draft law for the new contracts, which was previously submitted to the Verkhovna Rada.
